He was on the server for a few games yesterday, tho we kickvoted him every one of them..
But that only happend after he annoyed the shit out of everyone, so he "played" about 10 mins of every map.

There's no such option in UT. I've lowered the vote gate to the lowest possible percentage; lower than this would be prone to abuse.

I've seen him around on and off... mostly he spends his time trying to shoot his own teammates and generally getting in the way... then complaining that he can't kill anyone...

He's a total pain in the ass!

HA! I just thought of the most insidious way to get rid of such mongrels! TARPITTING them!
How the hell r u gonna tarpit anyone with UT, you ask? Simple, just BLOCK their IP range from accessing the redirect server.

That way the mongrels' map downloads will take such an eternal time that they will give the hell up before even 25% of it is done.
