Pipe hogged?

In the last week or so I'm experiencing extreme slowness when browsing the portal (and I mean slow in the 56kbps sense of the word). That alone would have been bearable but the same also appears when downloading maps from the redirect pipe. In fact, it's come to the point where I'm unable to download anything through the in-game downloader because the connection is broken (probably map switch) before the download is finished.

Is anyone else experiencing this phenomena? Do you know how to remedy it?
Anni - could you shed some light as to which server serves what (website, content, game)?

Portal - Germany. Game server, Redirect - Croatia.

Are the game server and the redirect the same server? (i.e. no redirect?)

Is there any way to move the redirect pipe to a different server? (do we even have another server?). The map d/l rate is obscene (3.5 kbps according to NetLimiter).

EDIT: If not, maybe just update the map pack to include all the current maps?
